This development empowers HSITP to evolve into a world-class I&T hub by advancing the Park’s development in four major directions: building a world-class industry-academia-research platform, establishing an internationally competitive R&D transformation base, fostering a hub for global innovation resources, and cultivating a testing ground for policy innovation.
By 2030, HSITP aims to implement a highly efficient mechanism for synergistic development with the Shenzhen Park, laying the foundation for a vibrant I&T ecosystem and facilitating high-quality development in the Hetao Co-operation Zone. By 2035, HSITP envisions a comprehensive development pattern of HSITP will emerge with the growth of an overall vibrant I&T ecosystem; an unimpeded cross-boundary flow of innovation elements will be in place, facilitating high-quality development that transforms the Hetao Co-operation Zone into a global leader in I&T.

The Government of the Hong Kong Special Administrative Region - Development Bureau published the Action Agenda for the Northern Metropolis Action Agenda, which outlined the division of the Northern Metropolis into four major zones, including the High-end professional services and logistics hub, the Innovation and technology (I&T) zone, the Boundary commerce and industry zone, as well as the Blue and green recreation, tourism and conservation circle . The spatial planning of the Northern Metropolis will align with the development positioning of the Hetao Co-operation Zone, Mr Lee added that it will also fully integrate with the strategy on enhancing Hong Kong’s I&T competitiveness to pave the way for the zone’s future development.

The HKSAR Government and The Ministry of Science and Technology (MOST) signed the "Arrangement between the Mainland and Hong Kong on Expediting the Development of Hong Kong into an International Innovation and Technology Centre", which is an important step in fostering the development of Hong Kong into an international I&T centre and marks a new page of scientific and technological collaboration between the Mainland and Hong Kong. The Arrangement covers six major co-operation areas, including deepening the scientific collaboration between the two places, sharing of innovation resources, transforming of research and development outcomes, exchange of talent, leveraging Hong Kong's advantages as an international city and strengthening the co-ordination of communication. With the concerted efforts from different government departments, the first batch of land parcels was handed over to the Hong Kong-Shenzhen Innovation and Technology Park Limited for the commencement of construction on 20 Dec.
Chief Executive 2021’s Policy Address announced the Hong Kong-Shenzhen Innovation and Technology Park and the areas around Lok Ma Chau/San Tin will be consolidated to form the San Tin Technopole where land for I&T-related uses is estimated to amount to about 240 hectares. This, together with the Shenzhen I&T zone, will form the Shenzhen-Hong Kong I&T Co-operation Zone of approximately 540 hectares, combining the strengths of both Hong Kong and Shenzhen to pool local and non-local talents, and becoming an essential propeller for the development of an international I&T hub in the GBA.
In addition, it was announced the establishment of InnoLife Healthtech Hub in the Hong Kong-Shenzhen Innovation and Technology Park in the Loop, with the 16 life and health-related laboratories in the InnoHK research clusters and the 8 State Key Laboratories in life and health disciplines as the basis, to focus on related research work, so as to leverage Hong Kong’s strengths in this area and the market potential of the GBA.
